BIODATA

Rachid al-Ghannoushi sits on the European Council for Fatwa and Research. He is the founder of the Islamic Tendency Movement (al-Nahda), the World Assembly of Muslim Youth, the Islamic Nationalist Conference and the Circle for Tradition and Progress. His works include الحريات العامة في الدولة الاسلامية (Public liberties in the Islamic state), Damascus, Markaz al-Naqid al-Thaqafi, 2008; الحركة الاسلامية ومسألة التغيير (The Islamic movement and the question of change), London, Magharibi Center for Research and Translation, 2002; مقاربات في العلمانية والمجتمع المدني (Approaches to secularism and civil society), Muʾassasat al-Risala, 1999; المرأة بين القرآن وواقع المسلمين (Woman between the Qurʾan and the reality of Muslims), Tunis, Matbaʿat Tunis; and طريقنا الى الحضارة (Our road to civilization), Tunis, al-Maʿrifa Publications, 1975. Born in1941 in El-Hamma, Tunisia, Al-Ghannoushi lives as a political refugee in London. He holds a B.A. in philosophy from Damascus University and has studied at the Sorbonne.

SYNOPSIS

Al-Ghannoushi's Islamism, one informed by the cultural realities of his native Tunisia, is arguably among the most accommodationist forms of the ideology. It is an Islamism that accepts the democratic process as a safe means for the realization of the Islamic character of state and society" a character deemed inherent but inhibited by the colonial and post-colonial eras. Viewed by some as a moderating force within Islamism" one who proposes a consistent project challenging the more radical approaches–and denounced by others as a champion of gradualism towards more radical expressions, Ghannoushi remains one of the primary shapers of Islamist ideology in the Arab world today.

EXCERPT (Translated)

Islamists do not have to take over the Muslim nation-states with the aim of Islamizing them. These nations possess a Muslim majority and a constitution that emphasizes their non-secularist nature. Nearly every constitution enshrines Islam as the state faith and shari'a as the principal source of legislation.

Islamists need only enforce this aspect of the law on all branches of government….

Intellectuals, thinkers, pundits and representatives of the Ummah hold the right to interpret Islam in an ever-changing society. This, however, ought to be based on rigid fundamentals, not on surrealistic influences.

لا يحتاج الإسلاميون للقيام بانقلابات على الدول القائمة لتحويلها دولاً إسلامية، فهي دول إسلامية سواء أكان من جهة أن غالبية سكانها مسلمون، أم كان من جهة دساتيرها، فكلها تقريبًا تنص على أنها دول ليست علمانية معادية للإسلام أو محايدة إزاءه، بل لها دين هو الإسلام، وقد تشرح ذلك بأن الشريعة الإسلامية المصدر الوحيد أو الرئيسي للتشريع وهو شرح مترتب على أصل الاعتراف بأن للدولة دينًا هو الإسلام.

وبناء على ذلك فما يحتاج الإسلاميون إلا لتفعيل هذه الحقيقة، حتى تمتد آثار هذا الجذع في كل فروع هذه الدولة.

ترك الأمر للأمة -عبر علمائها ومفكريها وأهل الرأي وممثلي قواها الشعبية- حق الاجتهاد في تنزيل أحكامه على الوقائع المتبدلة، ولكنه ليس من السيولة والهلامية ما يجعله قابلاً لكل صورة ويتلون بلون الوعاء الذي يوضع فيه بضرب من السريالية، كلا بل هو يتوفر على قاعدة صلبة من الثوابت تحدد وتوجه مجالات الاجتهاد.
